Make a notepad file name it as "commandline.txt"
save this file in gta 4 folder
copy below given command in .txt file

-DX9/high
-noprecache
-nomemrestrict
-novblank
-fullscreen
-availablevidmem 10
-renderquality 0
-shadowdensity 0
-texturequality 0
-viewdistance 0
-detailquality 0
-percentagevidmem 100
-stereo
-framelimit 0
-noswapdelay
-forcer2vb
-monspecaudio
-norestriction
-memrestrict 188743680
-memrestrict 209715200
-memrestrict 230686720

command means

-norestrictions -- to be able to change the graphics settings
-noprecache -- to be able to start the game without the availablevidmem argument set
-availablevidmem 50 -- a multiplier to 'trick' the game into seeing 1339 MB of VRAM, yet it won't actually utilize it, this is my problem
-nomemrestrict -- trying to force to use all the availablevidmem, but doesn't seem to have any effect, this might be the culprit (or maybe it's referring to CPU RAM?)
-percentvidmem 1.0 OR 100 (doesn't make a difference) -- again, trying to force to utilize availablevidmem, doesn't seem to have any effect
